There is no fixed limit enforced by the tool. However, it uses browser memory, so very large PDFs in the hundreds of megabytes or documents with thousands of pages may slow down the browser or run into memory limits depending on your device. For very large files, splitting the work into smaller batches is recommended.
After adding files one by one or all at once, grab the dotted handle icon on the left side of each file in the list and drag it up or down. This changes the order used in the merged PDF.
